Try reapplying the service pack. Also does it write any entries into the Event Logs. If so this may point to the culprit. Also if you get an event id you can look it up on www.eventid.net
I take it that you mean that you have a 95 machine and you would like other users to connect to a directory on that machine.

not really much you can do. Probably easier to re-install NT. If you have data on that you need do not format and load over the top or just perform a parallel install.
Take your wanted data off and then performa full install.
