Yes, you can setup a MSCS on a IDE HDD.
The problem is that there is no shared storage - so there is no real failover between two systems. You are however able to setup/configure a MSCS solution on a single system. MS details the installation in the following technote...
I would look into your sites and services. You may be using an IP address range that is not configured, so you are going to *any* DC to authenticate. You would also want a site with a DC / GC. Depending on network speed and all, you might want to put these and a DNS server in that location...

If I remember right - it doesn't put the file in the path, so you need to be in the correct directory (or put it in the path yourself).

You can encrypt it - but not compile it.
Keep in mind that this can be un-encrypted by someone who has read access to this - so I wouldn't include passwords or any sensitive information.
You could convert a vbs script to VB pretty easy, then compile it.

This is kind of an old thread - but I'll reply anyway, since nobody else did.
The restricted group you setup says that all domain users are administrators of *all* the machines in the OU it is applied to.
It should also be noted that these encoded scripts can be easily un-encoded. For the most part, users won't know this - but I would guess other scripters know this.
I bring this up as a warning - I wouldn't include your domain administrators password in this script.
