In my case I get no errors logged. It is almost as if the MMC is broken. I re-installed the adminpak but no luck. Yes I have re-booted. This is the weirdest windows problem I have ever seen. The history is:

I am having the same problem. The service will start and stop but is not functioning correctly. The option to disable does not work, and the problem seems to deteriorate... Very weird. If anyone has any insight please post.

Can you set up an FTP for them? File transfers over an RDP session, assuming some script kiddy has figured out how to do it, are not going to be faster than FTP, you know, File Transfer Protocol... :)
Please tell me FTP hasn't been upgraded to old school...

Did you do a crosscheck of you DNS server settings on each machine?
Off the top of my head it sounds like the AD domain zone on DC1 is an AD integrated zone configured for dynamic updates and the zone on DC2 is a Standard Primary not configured for dynamic or vice versa.
