I have experienced the problem as well, on two seperate machines. They were both compaq machines withh 32 megs of ram. I upgraded to 128 and the problem has disappeared. Only an idea, but it seemed to work with me.

Yes a regular shut down works fine. My problem is only on a restart.

Yes it will boot to safe mode, that is one of the things that has me so puzzled. I have done everything that microsoft recommends once is is in safe mode and still no luck.
