What routing protocol you are using?
If it's EIGRP, you assign the number.
If it's BGP, out to AT&T's IPeFR, etc., they assign the number.
And there are others.
If you have a Cisco network, the most common protocol is EIGRP. Generally, you give the routing process on each router the same AS#.
Plug the router into a hub or switch or use a x-over and plug it into a NIC. That error will disappear.

It sounds like your MAC address is still in a table on the server at the host site. When you request an address, the server says "I know about MAC xxxx.xxxx.xxxx, gives out an IP from the host site.
