have you started some proc, mem, network interface & server queues perfs to be run against the server? If you have ready access to the machine, task manager can give a quick snapshot of which process is burning the cpu/ram resources.<br><br>does this server function as the PDC as well...
From the post, it appears that you can logon locally, there is connectivity to the lan [wins, dns, dhcp, dc's] segment. And that none of the other servers have this issue on the same lan segment? What is the connection/router/gateway between the segment and the WAN? Can you connect to the server...

Have you tried the opposite of having only FAT32 partitions? [as NT4 does not deal with FAT32 partitions] and try having only the one FAT16 partition. At first, see if you can successfully create a format /s boot partition. Then install NT4, then play with creating the other(non supported)...
