Can't get to BIOS Setup on A7V333

Disconnect all peripherals except for the keyboard and mouse, then remove/disconnect all internal components except for the video card. You should be able to get into the BIOS setup.

Which card do I need for dual display?

Any ATI card with TV-Out or a GeForce with the MX GPU will be able to do this. The MX can do it because the MX uses TwinView technology that the other GeForce2/3/4-Ti cards cannot do. I currently have a Radeon 8500LE using dual displays with a 15" CRT and a TV using the S-Video.

new video card & problems in XP

What version of the drivers for the MX are you running? I would suggest using the 40.41's. They can be downloaded from nvidia.com I just fell in love with these drivers when I started using them, they gave some extra life to my aging GF2 GTS AGP.

    GeForce Ti4200....350w p/s REQ....will running on 250W p/s HURT?

PNY is not the only manufacturer to have this requirement warning. Visiontek also states that their GeForce4 products be used in a 250-350w power supply. Many OEM system owners (HP, etc.) cannot get these cards to function without blue screen or no POST because of their low-wattage power...

    vodoo 3 3000 drivers

It is to my belief that the VoodooFiles site is a little outdated. You can also try www.guru3d.com to obtain drivers for the this legacy card.
