I just finished a similar project an hour ago...
the floppy would not register so I couldn't boot to it to run format etc.
I took the drive to another machine with a known working bios, wired it in, and fdisked, formated, and loaded an os.
Put it back in the first machine and voilla ~ pc.

Two things and don't be offended,
you've chosen to start it with cd support
and
you've tried the drive letters d: e: f: g: and dir'd them all.
RAMdrive usually gets d: but with my clean install it put my drive to e: and I just dir'd letters until the drive spun.

Drive wiping should not be taken lightly anymore. I recover info from formats accidental or otherwise.
Freestone offers good advice, if you get the free version run it no less than three times.
If you are hung on good 'ol formatting, do it no less than 7 times.
THEN:
take a boot disk 98/me...
Have you checked the bios for boot order?
I set master drive as master and slave as cable select with success.
Utilities: imaging software (powerquest)$$
or download Knoppix then burn to iso cd(bootable,), free, and manually transfer files.

I just did battle with my pc locking up on me yesterday. ran fine in applications~ internet=lockup (system busy errors) I run firewall software that had a corrupt driver. reinstalled and all good.
