I am wanting to pull our e-mail in-house using:
* Exchange 5.5 on NT4 server
* SBC Business DSL connection with static IP for the server.
* Cisco router/firewall/vpn
* 60 users, ~15 at vpn locations
* no "outside" e-mail checking needed

What you are wanting to do is add a reservation. It is easiest to do when the client is connected so you are sure to get the names correct.
1. Open the DHCP manager.
2. Click SCOPE and click ACTIVE LEASES
3. Look for the client and his address and make sure you get the spelling right...
1. Right click on the network icon and click on properties.
2. Click on the adaptors tab.
3. You should see your 3com card in the list. Click it and click "properties" button
4. Set Media Speed to 10BaseT. You may need to play with Duplex Mode as well.
