This is definitely a blocksize error. I had the exact same problem with tapes that were written using fibre attached drives not able to be read with scsi attached drives. Fibre attached wrote at 128k blocksize and the scsi card was only capable of 64k.
connection refused is almost always a password issue - check the username and password that the backup server is using to connect to the client. In the remote access field enter *@* for a test also
