Did you make sure from the network elements form that your controllers are in sync ?
I'd recommend to start syncing Service Hosting to make sure controllers databases use common references.
I'd then trigger and empty sync (nothing selected) and later on Telephone Directory entries as well...

I'd suggest to check the load you are running and upgrade 5610 basestation to load 2.01 since a similar bug got fixed.

The only thing you can do is to specify under system options whether you wan to use codes or not. The labels have to be specified under your contact center application.
