The Crystal Management Console remembers the last set of parameters you have enetered for a report until you specifically remove them.
But if parameters are remembered, you won't be prompted.
The only option I can think of is custom code.

You could use APOS VTS (View Time Security). This product can be added to Enterprise, but it will cost you money. What it does is let you view certain results in a single report instance depending on who you are logging on as.
