From my point of experience, I would go for the second option.
Just create a login page on the server, you should put it on a secure page (https (indeed, verisign)) to make sure that the data being transmitted between client and server is encrypted. (nothing new i guess)

Just go to the 'Adding/Removing programs' on your Control Panel. On the left side, it says 'Windows components' (or somethings). Just scroll down and check IIS.
(You need your setup cd for this)...

If you can't install the SQL 7 Server installtion, try to install the SQL 7 Desktop edition.

Just copy the ASP (and other website) files to the new machine.
You can copy the databases by backingup and restoring them on the other PC.
You can use a SQL script to generate backup files of the database(s).
Look at the micro$oft site to find a example or something about the 'T-SQL...
