I did not run Security Config Wizard before configuring POP3. This is not a new installtion and was previously working fine.
Windows fw is not enabled.

The site always works fine when the IP address is given - it is just that the responce from my ISP DNS when queried as a forwarder is 30+ seconds but when I do it myself through nslookup it comes back straight away.
That said, on investigating it further there are some issues at the site's end...
It is a preference usually - 2003 should use DNS all the time in a 2000+ environment but friends of mine state that there are still lookups when there should not be.
Using WINS can also be more reliable than DNS dynamic update as you do not have to worry about tweaking scavenging settings etc...

I had a very similar issue to this when using the Netbios name of the domain only. When I typed in the FQDN it worked fine.
Local firewalls can also cause this issue - check that machines have not been put on SP2 as with this it is enabled by default.
