Isn't this more to do with CVOICE ? If you pass CVOICE (which is part of CCVP) then that gets you the CCNA VOICE that you need as a prerequisite.

It would depend on the volume and duration of calls that you are expecting for your 600 users. The numbers aren't the problem, it's the amount of channels that you require.
