Tape has its place in my view.
Sure tapes can fail, but if looked after properly - written to above the streaming speed to avoid 'shoe-shining', handled and packed correctly if moved etc ... they can be very reliable.
... but I would agree, they can still fail, but, then again so can disks...
To be fair, Symantec AV is vastly improved from what it was, it was completely re-written 2 or 3 years back from memory - if it would have protected from CryptoLocker I don't know, but then again, I've seen Nod32 miss a virus that had been knocking around for ages - at the time this happened...

I presume here you mean the master server has been renamed.

Who told you this ? I can't think of any reason to reinstall. A media server an 6.x onwards is nothing more than a slightly clever client, I cannot think of any reason to reinstall. You might want to clear out the log...
You can, simply backup the filesystem/ directory where it resides. However, this would be an issue if you need to recover it, when the Netbackup server requires a Catalog recovery.
The DR file will be required for the recovery, but, it is on a tape which you will be unable to recovery easily...
SLP required Advanced Disk, which needs a license unfortunately.
Vault would be ideal for this situation, other possibles are :
SLP (as mentioned)
Inline tape copy (aka mulltiple copies)
Set a final destination storage unit
