Can you be abit more specific are you talking about Auto Attendent or callers calling ext's? If it is your ext ring voicemail in two rings. you can change that under term. and sets, ext you are working on, capabilities, fwd no answer or forward busy set to voicemail port, then set the rings...
Sounds like you have a problem with your T1. It could be taking hits thats bringing your T1 down and then up but mean time you are losing your calls. Check with your provider and recheck your connections.

The only way around not knowing the correct password is to re-initiallize the ProMail VoiceMail System. This is how its done.
Dial 50
Enter 0 then 7373876# the voicemail will then prompt you to enter a new password.
