Check with SIP provider if there is a way to whitelist your WAN IP. Some providers will only accept outgoing calls from specific "allowed" IP addresses for additional security. Even though the system registered, outgoing calls not allowed.

Not very hard to setup the 3 NS700's over gateways and doesn't cost that much. You need SIP Trunk licenses and must have a VPN between the sites. This is the way to go. We have NS700's and TDE's with gateway and once installed it is pretty solid as long as VPN stays up.
