Never having worked as an, or for an, Interconnect, the Legend & Magix don't really provide job security for me.
I was a Central Office technician for an IXC/CLEC for 23 years before being laid-off as the result of a merger.
While not user friendly, the Magix is reliable...at least the one at my church.
I only log into it to switch between auto attendants and re-record prompts as needed.
Outside of that, not a peep.
This is the Merlin Magix that I installed years ago and maintain for my church. The third card from the right is a 016 T/R. That might be the card referenced in the document.
I mentioned the card...the board marked "800 ICLID". On the front of the board are 10 telephone jacks. The first telephone line plugs into the bottom jack of the bottom group of four jacks, and then work your way up to the top jack in the upper group of four.

My personal preference would be to use system (Partner) phones, but each application is unique.
It should be noted that Avaya discontinued the Partner platform a while ago. Available hardware will be used, but less expensive than new equipment.

Partner system phones require two pairs to operate. The center pair carries voice while the outer pair carries power and data. [smile]

TTT can provide the procedure. While the Partner Voice Messaging is a simple & reliable system, they can fail.
If the reset doesn't resolve the problem, consider replacing the voice-mail. [smile]

For low pair count cable, I use a Cyclops 2 Cable Jacket Stripper. I vaguely remember being able to use it to cut the jacket on 25-pair cable as well. [smile]

I've used Tripp Lite (Eaton) UPSs for quite a while, and haven't had any problems with them. If my memory is correct, Eaton manufactured UPSs for Avaya at one time.

Also, looking over the documentation for the Partner ACS, the system has limits. The maximums are:
31 lines x 25 extensions
21 lines x 45 extensions or 11 lines x 48 extensions.

DND would prevent ringing for sure. One quick way to see if extensions are DND'd is to program a one-touch speed-dial button (with a status LED) and see if the LED lights up. If it does, the system sees the extension in question as busy/DND. [ponder]
I am unaware of ring generator issues with...
