I have a Crystal 9 report in which I want to sum some column values. I cannot figure out how to get the summaries, which appear to work fine when placed BELOW the columns they're counting, to work right when placed at the top of the columns.

Not real sure what you're asking, but here's my take on what you're saying...
If what you're saying is that you want to install a report on a user's machine, and you want to know what files need to be installed at a minimum for that user to run the report, then the Viewer is the way to go.
