I know on the 9500 beeping like that is a packet loss warning. You probably have a network issue. I also know there is a setting that can turn off the beeping but that is like taking the battery out of your smoke detector because you are playing with matches.

You can test the MOH with a shortcode *34N# replacing N with the source number 1 (System Source) or 2 to 32 (Alternate Sources). Then they need to be assigned usually to an ICR.
I can honestly say I have never worked with the NEC page port but I have installed many Valcom talk back units. Usually they need to be on an analog trunk port not a page port. The typical page port isn't a two way connection. But this is just my 2 cents worth.
In case you were wondering Avaya does provide classes on everything you are wanting to learn. But they do ask that you pay for the training. I know the company I used to work for had to pay for the training. Maybe you should consider that option.
Having read the manual for the page unit. If you are using the page input it either needs a contact closure or it uses an adjustable VOX relay to activate which may be why it seems to be 'chattering' if not properly adjusted. You may want to consider using a trunk port instead.
The jumper determines if the output of the WMT1a is at a mic level or line level signal. Not really familiar with the Viking amp but I would think it would need a line level. It would also be possible it doesn't need the Bogan part at all if it is a true 600 ohm page input.
Analog lines. Twinning isn't an option. There are two places that trunk to trunk access has to be enabled. One is on the trunk and the other is in the user. I can't get more specific since I don't have the program in front of me. But those are the places I would look.
At this point you should do a monitor trace of a working internal call forwarded to an external number and a failed external call. The only other thing I can think of is if trunk to trunk transfer isn't turned on for the external lines in question.
