Got it fixed. Turns out it is the old Apache Certificate problem associated w/initialize after 1/1/2008. I set date back to 2007, re-initialized, works fine now.

I appreciate all the input, but I apparently have not made the situation clear. This is not a login/password problem. When I browse to either IP address (with or without the :6800)I get no opportunity to login. Instead, I get this:

PC firewall is off, popup blocker is off, connect to LAN1, ping - yes, browser - no. Again, it was working fine until I initialized the BCM. Nothing else has changed.
I had a working BCM 400 3.5 and needed to change numbering plan. Through the serial port I logged on and initialized the system. Now I cannot connect through the web browser ('page cannot be displayed'). Browser was working fine before I initialized. I can still logon through the serial port...
