Cisco 2501 router problem
You may have a flash problem. Especially as 2500 series routers age the flash can go and prevent either the config or ios from loading. the easiest solution ( and cheapest ) is to change the boot register and have it obtain it's startup-config file and possible the ios image from a TFTP server...
