Creating Reports in Crystal Enterprise 10 using the Crystal Reports Explorer seems to have much less functionality than using Crystal Professional 10. Is this by design or am I doing something wrong.

I agree with you but unfortunately for what we are doing we have to allow a wide range of users the ability to create web based ad-hoc reports. Why is EPortfolio necessary to see the inteface? I didn't come across anything saying that it was necessary.
