Yes, you can convert them back to SCCP phones, you just need to follow the process at the url I provided above. How to register Cisco 7940/7960 IP Phones in Call manager 4.1 (2)?
Sounds like your 7940 and 7960 have been previously converted to SIP phones and are requesting SIP firmware files from the TFTP server. CallManager doesn't normally have those files in the TFTP directory, and that is why you are having issues. You will have to convert them back to SCCP (Skinny)...- eyeteaguy
