Our system is running off of avaya ip office 500 v2 . Dialing certain numbers always result in a "NUMBER BUSY" tone. I've ruled out area code being the trigger but I'm at a loss of how to troubleshoot this issue.

To answer amriddle01: I've setup call forwarding with twinning so if someone isn't at their desk it will roll to their cell. But in this case there is no avaya phone in the mix (strictly external). Plus I'm sort of a newbie at avaya systems.
