I assume that you have a Cat4006 with a layer 3 services engine. This basically provides two internal Gigabit ports from the switch to the router module. This ports must be setup to trunk VLAN's (like router on a stick).

you might want to look at the newer 2950 series switches. Same price as 2900's but better performance, QoS, etc. These will gradually replace the 2900 series.
There's a 2950C-24. This has 24 10/100 ports plus 2 100baseFX uplinks.
I'd go for 12.1.5T. It's probably the best one that supports that VWIC.
I wouldn't touch 12.2.1 until it becomes more stable.
In case you're wondering, the G.703 VWIC supports clear channel/unframed G.703. This means that it can run at the full 2.048Mbps. The E1 version does not.
