    one of the tech told me that he saw one of the customer do. As soon as the printer is out of contract, he use the rotary tool and cut the ink block shape on the prnter (color slot) to except black ink.

    I don't know how your user connect to the internet. If you use proxy server, you can create a group call internet access(or something) and give permission to that group in proxy server. If user not in that group, proxy server will denied access.

    I still recommend to use server or gateway scan. It's better to block them before it hit the user.
