I tried restarting the TMU board. I also tried removing physically and reactivate it but it is the same problem. Have restarted the ELU board also. Is there a program unit that might need a restart?

The scenario you describe is exactly correct. I have BC11 to ASPAC 118 is not available to me. For CDIV on the extension the only thing that change behavior is setting the D9 to 3. That stops diversion for the route but unfortunately that stops diversion for calls coming...
