FTP file from Sun Solaris to NT server

I would like to automate a transfer from a Sun Solaris box to an NT server as part of a script. I have tried to run ftp manually, typing ftp (ip address of NT server) but get the message 'Connection refused' Is the problem at the unix or NT end?
