    Thanks to everyone for their comments. I have solved the issue by installing the latest Intel HaM drivers from their support site. Version is 4.12 / Aug 3rd 2001 Following installation, the modem is reporting V.90 @ 40,000. File download is in the region of 4.6k per second.
