Don't you have a connection to the server you want to restore to using different credential than the one you're using to restore ?
E.g:
you're logged on as USER on ARCSERVER, then you have a drive mapped to RESTORESRV (so mapped as USER).
Then from arcserve on ARCSERVER you trying to restore...

"SELECT * FROM LEAFNODE" will tell you how many machine EPO knows.
Also, on the machine "missing" from EPO, try to connect to the HTTP interface of the agent (http://Client_ip:8081), you should see whether or the agents connect to the EPO server...

If you're running an AD network, you can achieve your goals by having a tasks to sync EPO with the AD.
Assuming that all the machine are in the AD, they will come up in EPO. Trhough the report, you can find the machine with no-protection.
Other possibilites is the logon script. Test if...
A possibily might be to create dedicated hardware profile when dial-up or not.
In "Dial-up" profile, disable "McAfee Framework" services as well as "Network Associates Task Manager"
