Does the enquiry string appear correctly inthe BIOS of the HBA? CTRL-A to enter.
Be sure cabling and terminator is good (Ultra-3) and that you do not have bent/broken pin on any connector
You may have a cable that have some bad connection, or a bent/retracted pin, moving connector from one to another drive, can introduce this kind of problem.
Try with new cable, and you can use the Storageworks L&TT to diagnose connectivity of your device

If you are building a Backup server, it is ok if ony it can see the library, all other servers will have an agent and send the data to the backup server that will manage the library and store all the data on tape, this is a common configuration if you do not have SAN.

The drive in general can be put by the backup application is several status, that will prevent actions from the front panel.
