Are you just moving an image or picture box around ?
If so, look for a tutorial on BITBLT - bit mapped block transfering - that will make a large improvement - the double buffering will be an improvemnt, but requires bitblt-ing as a base.

I am pretty sure, but no expert or experience. If your BIOS supports 'boot from USB', I don't see why you can't use 'bart's preinstalled environment to make a bootable image on the stick with your apps.

it seems that particular example flips the screen, but any mouse click or keyboard input immediately flips it right back - so not very likely it will help you. I know there are other examples that will remain in that state for program execution.
