If you need to apply firewall rules to the VPN connection,
you will have to add rules for the ports you want to open.
I suggest you make them very specific from subnet to subnet instead of general rules.
You can do one to one NAT pointing the second external address to the internal web server address. I would NOT ever
run a web server from the internal network. Put it in a DMZ. Someone will hack the webserver and have access to your internal network from that point on.

The problem you are having is due to NAT (Network Address
Translation). The router that links all your PC's to the
cable modem does NAT. That is how you get multiple PC's
on one assigned IP address. The machines behind the router
are on a non-routable IP range. Most likely 192.168.0.0
