Could it be that MLPP parameters configured on the phone?
As transfer is supported on 3PCC SIP FW in theory J169 should handle two calls at the same time.
So release of 1st call looks like MLPP feature.
So I would check:
- latest OpenSip FW fot that phone
- play with MLPP parameters in a file...
1st solution is as proposed by bengi1234 - you could ask you carrier to block calls from certain numbers.
2nd you configure "CID call routing" - read this chapter in Configuration Manual.
It's not straightforward "blacklisting" but does job well.

In your trace there is no CONNECT ACKNOWLEDGE sent from SV9100 to the CONNECT sent from SP. So call is released by SP after T313(default 4 seconds) expires.
What do you expect?
You did not supply any called number in SETUP but send SETUP COMPLETE, i.e. "don't wait any more info from me".
Check this from your unsuccesful call:
Called Party Number i = 0x80
Plan:Unknown, Type:Unknown

Basically it's all configurable but depends on ATA's model. As for DID it depends on your plan with SP. You could have one DID with 6 simultameous calls or 6 DIDs with only one call for each DID at the time.
E.g., AudioCodes MP-1xx are like a small PBX - you could configure a lot with them...
