    Thanks borgunit, but Volvo view doesn't allow the user to overlay one drawing on top of another. And, to my knowledge, it doesn't allow measuring either. Autodesk released DWF composser as an upgrade to Volvo View to allow mark-ups, and measuring. So far in my search it is the most capable...

    Does anybody know how to produce a version of an Autocad drawing that is lockable (like DWF or PDF), allows measuring, and allows overlaying of multiple files? I know that Autodesk DWF composer comes close, but it doesn't allow the user to overlay multiple files.

    xclipping an external reference

    You can reverse the cliping lines by drawing poly-lines so that they are almost on top of each other (I.E. they can have a 1/32" separation.) This would avoid the error "self intersecting clipping lines.

    Your image might be on a non-plotting layer.
