Got some info, apparently jellybean or higher is recommended and it wont work with 3.0. Not making much sense as the tablet suggested above meets that spec.

Sound like your intialisation switch is on. Take the cover off and down next to the PSU there will be a bank of 4 dip switches, 4 needs to be off when programming or it will continue to reset. Make sure the rest are on. Also make sure your battery is on.
