What I found is I lasso all (select all of the pieces within the image with the Black arrow tool). Then Export as HTML. When you do not lasso all of the pieces within the graphic usually only the main piece of the image is saved.

You cannot use drop-downs with layers. Mine were always covered up. So I have gone to using nav buttons. There is a web site OpenCube.com that has drop-downs that do not interfere with layers.
You cannot use 'drop-downs' or 'pop-ups' created in Fireworks with layers.
