There are a couple of things you can do to speed it up.
Check the Don't show again box at the bottom left of the opening page. Keep the number of fonts, plugins, and styles you load to a minimum. Don't add Live effects until you know you won't be moving objects around on the canvas anymore...
Open Dreamweaver and create a two column table. Export the navbar from Fireworks and import it into the left column of the table in Dreamweaver. Use the right column of the table for the text.
Fireworks is for creating Web graphics, It is not an HTML or WYSIWYG editor.

You'll find that is you change the angle to 45 degrees it will look much smoother.
The reason this happens is that screen graphics are displayed in a matrix of pixels that's a little like a sheet of graph paper.
