After installing the Cisco VPN Client on a Windows XP Home machine, I am getting the error "The necessary VPN sub-system is not available - you will not be able to make a connection to the remote IPSec server."
I can see that the cvpnd service is not running - and even after I try to start it...
Many ISPs now require that you utilize their SMTP server while connected to their network (anti-spam measures).

In the olden days when I did tech support for an ISP, one of the most common causes of this issue was multiple instances of wsock32.dll being present on the system. Not sure if this still holds true with XP, but might be worth a look.

Figured this one out. The KB article also talks about how to create an email template. Once the template was created, the "Publish Form As" option became available. Go figure.

Open Dial up Networking and see how many connectoids are listed. From your description of OE's behavior, it sounds like it may be associated with a different connectoid than IE.
