RED alarm is a local alarm (yellow usually indicates far end). It is unlikely that the channels would be IDLE if the Carrier (Loop) is in Red Alarm. You may want to disable the Loop (DISL 12 and ENLL 12 to re-enable) and try putting it in Loopback (RLBK 12) and see if the channels...

Activity Codes do not show up on the basic ACD reports (Agent Position Report includes Agent ID, Calls Answered, Call Processing - direct/post/held, wait, dn in/out, busy and manned statistics).
They are used with the ancient MAX system and Symposium or Contact Center servers.
