For accessing this Service Observing feature from an outside line what you can do is open the remote access with proper Barrier code and Auth code and give the rights only to do the service observing feature.

I dont think that the system will disconnect the call but it can give a alarm on an extension if you programme it. You can put a timer on short holding or long holding time.
You can define the ACA in the System parameter screen(first page) , You define any referral extension (logical) and then...
Just an question to the points mentioned by Kris for blocking what if the customer has more than one trunks for the incoming call? In this situation when the calls lands on the other trunk it definetely land on the extension without going to the VDN.

Check the same in the system parameters customer option page if it enabled there you can use it or else you need to call up for the RTU.
