I'm in the middle of reinstalling our test environment for MOM and thought I read through these. I'm not positive - but the check box that exists under each of the computer group level's may provide you w/ this function. If not have you found a solution?
That is a webdav issue - Most likely a Raptor Firewall or a firewall that's version of webdav is older than the one w/ exchange 2k - Downgrade your version of webdav to determin if this is the issue -

It is definetly a proxy/global policy issue. We have had and resolved this issue using MS new proxy server.
