VPN failover
I don't use PIX firewalls but in Cisco router you can add more than one peer IP so if one fails it will try another on Cisco router you can also set one peer as the default peer, this works nice it the main site goes down and you have a small backup site after the main site comes back up you...- RubenJ

Remember your peer address is your Internet IP then you have your network IP range that would be what the users on the other side of the tunnel are using. are you telling the firewall what network you are trying to send down the tunnel? and binding that to your SA for that tunnel?- RubenJ
