A conference call is in session.
After a certain amount of time the call will call the operator extension.
Conference call comes up in the display and she is able to join in the call.
No one added the operator.

After about 2 to 3 minutes the call remains connected to the cell phone but calls back into the main office location where people can pick up the call and join as if in a conference call.

When you press 9 the ACS grabs an outside line. Is there a way to stop or change that?
I am trying to get into an Amanda voicemail system, but you have to dial 999 to reach the admin mailbox. Only system I have on hand to try this is an ACS.
