When you look in CC Web and select status, does it say the same even though it is running? If so select configuration, then select that server, then select server then refresh and it should clear this.
I had the same issue where calls leaving a pri were being rejected due to the Numbering plan. Had the vendor/PRI provider chnge the number plan option and calls finally were sent out.
TARG/TGAR are not levels . If you want to block a phone from a route ACOD then you match the TGAR and the TARG. IF you want to allow it then you make it different. Someone correct me if I am wrong.
This is not true. The phone makes it full duplex not the line.

No because if either phone has a call reach voicemail, the voicemail will pick up the id of the originating dialed number and send it to the correct mailbox.
