Exchange server not able to send outside emails
What I would do is go download a packet sniffer like Ethereal and capture the packets on the network as you attempt to send a message. The message should obviously be routed to your exchange server, then the exchange server should attempt to make a request to find the MX record of the dns...- hexed

Reducing size of public folder store
When you say you "moved 1GB out to a PST file," do you mean that you use ExMerge to move them out? Try defragging with PerfectDisk 7.0 available here: http://www.raxco.com/products/pd2kexch/ enjoy- hexed
