First check could be the command "SIP Link State All" that should show IN SERVICE
If that is the case and your not seeing anything in CCS trace that would mean that your programming is incorrect.

Looking at your explanation you got a Route in your system with Dialed Digits 7000 pointing to a specific SIP line. Create a new route pointing to the same SIP line and use the 07000 as Dialed Digits to point to it. You now have the option to remove the first digit before the number is send out.
One remark on the use of the SI tool. If you start the SI tool and select the Preform Full Install and de-select all options except Configure License and Option Configuration this will sync to the AMC and will NOT reset your system.
At the point were you login a user at a phone that phone will register itself at that node.
In your case a 69xx phone is trying to connect to a 7.2 version system. that will not work. Move these users over to the 8.0 system.
It might be the ICP/PBX settings. the IP address of the controller should be set and after that is done the controller needs a reboot before a console should connect to it.
You need first go back to default in the MSL page of your MXe server and then change to the adresses you want.
