Just so you know this was caused by corruption in the lac file (which seems to be associated with passwords). I had not set my telnet settings correctly (with the carriage return and line feed changed) so the option to install the voicemail was skipped.

I salute you. All fine info. It has cleard everything up. This S8700 is inherited by me and has been set up poorly in the first place. The port settings are wrong (it has ended up at 100/Half on several ports) so I will organise an outage.
